The development of production procedure and standard database for export declaration job: A case study of Thai Airways

This paper is to improve the process of the export declaration (domestic) that happened at Thai Airways International Public Company Limited, in which the current system still encounters problems with the customs department. The reason is that there are no connections between the information base from the company and the customs department. The customs department lack of the latest information record, causing the problem. The problem is it takes way too long to do the export declaration jobs, which lasts from 58 to 60 minutes per day taking up 38 percent of the working hours at the Aircraft Manufacturing Shipping and Packing Department (TS-S). This results from the high frequency of the work procedure, which later is rejected by the customs department due to the fallacy in parts of the information such as the commodity code or the statistics code. So to solve this problem, the use of the technological communication system has to take part to create a connection between the company and the customs department to allow the same standards for the information base by using ECRS to combine the working process with the use of the program Microsoft Access and Microsoft Excel. This solution results in the less amount of time needed to get the process done, approximately 48 percent less or 27 minutes less. The company will then have a better standard of the export declaration jobs. The amount of the export declaration sheets drops 60 percent and the number of procedures will minimize to only seven steps from eight steps (12.5 percent decrease) and achieve to connect the information base between the company and customs department, moreover, it can lessen the failure rate and improve the work performance.
