Steganographic Transports: A Vector for Hidden Secret Internets?

Lawmakers and law enforcement are presently grappling with the fundamental issue of how to undertake surveillance within a mostly encrypted internet. While metadata may be available, the underlying data may not be easily recoverable. However, what if hidden secret internets were also present, providing a combination of data encryption over a hidden, steganographic channel? In this paper, we present the design of a secret, hidden steganographic transport protocol, and consider the extent to which such communication channels may already be in place, and how they may be discovered.
