The Research of the Key Issues of Innovation Based on BT Transaction Mode in Urban Rail Traffic

BT-Mode is a financing mode that the government using nongovernmental funds for the construction of infrastructure. It has greatly reduced the financial pressure of government because of BT-Mode does not contain operation period, the repurchase price is composed of construction cost and investment cost. If the construction investment is out of control, the repurchase price is inevitably on the high side, which would result in a risk of repurchase. On the basis of summarizing the material in the implementation of Shenzhen Metro Line M, this paper adopts the grounded theory research method to identify three core elements of investment control on project contractor level. The three core elements include project control right allocation, risk - sharing in the contract and control of repurchase total price. The research provides an important decision-making guideline for the project investment control of public sectors.
