How to develop a digitizing information system of performance appraisal for administrative staff in university is an urgent problem in university management. According to the target and characteristics of performance appraisal for administrative staffs, this paper have designed an Employee Performance Assesses Management Information System for administrative staffs in university(EPAMIS) base on the architecture of SSH. This system not only customize the evaluation index freedom, but also set scores and weights of index flexible, to achieve the storage and tacking management of the examination results over the years. The data in the testing phase showed that, EPAMIS was portable, scalable and secure. It can program the standards of appraisal and improve the efficiency of the personnel management department.
