OIL SPILL RESPONSE ORGANIZATION DEVELOPMENT-BOHAI SEA-CHINA

Oil spill response along the coast of China has been recognized asrnan important issue by the Chinese government. The Bohai Sea inrnparticular, is an area of high oil exploration and productionrnactivity, with offshore developments comprising platforms andrnFPSO's (floating, production, storage and off-loading) togetherrnwith associated vessels and pipelines. Major shipping lanes fromrnthe East China Sea into China also pass through the offshore oilrnfields. For the oil companies operating in the area, the prospect ofrnan accidental oil spill is a concern from both a domestic andrninternational perspective.rnIn 2000, the companies involved in upstream activities in thernBohai Sea began discussions with the China National Offshore OilrnCorporation (CNOOC) to develop an oil spill response capability.rnLed by ConocoPhillips, the international oil companies workedrnwith CNOOC to build a framework for developing an oil spill responsernorganization (OSRO) to provide appropriate servicesrnwithin the Bohai Sea. The key tenet for this OSRO, was to be ablernto perform to international standards.rnIn 2002, the CNOOC executive management, through its subsidiary,rnBohai Corporation(COOBC) committed to establishing arncommercial oil spill response organization, Bohai EnvironmentalrnServices Ltd. (BES). The BES remit is focused on the Bohai Sea,rnbut with the eventual goal of providing response services along thernwider China coastal region and eventually fulfilling a longer termrnvision of expanding into the international market.rnThis Paper describes the standards required by the internationalrnoil companies and how BES was conceived and organizedrnto meet them.
