Aging infrastructure, coupled with regulatory changes and growing public expectationrnhave left many communities scrambling to meet service requirements while coping withrngrowing risk and liability. Infrastructure owners and operating agencies are faced withrnincreasingly difficult decisions on where and how to invest in system maintenance andrnrenewal.rnWith a population of over 650,000 people, Winnipeg is the eighth largest city in Canada.rnFaced with these growing challenges, the City’s Water and Waste Department (WWD)rnretained UMA Engineering Ltd. To enhance current sewer maintenance and rehabilitationrnpractices, and provide a sustainable, defensible approach to system investment decisionrnmaking. In addition to establishing guidelines for condition assessment, rehabilitationrnand maintenance management, the Sewer Management Study called for the City tornassess baseline condition for the entire sewer system using CCTV technology; thisrninformation would be used as the starting point for an optimized global maintenance andrnrehabilitation program.rnThe Study determined that recommended operational changes would create the need torneffectively manage the masses of data generated through a large-scale CCTV initiative.rnA way to streamline data analysis and use in evaluating system condition, rehabilitationrnand maintenance requirements was also needed.rnIn the absence of a viable commercial solution, a custom “Sewer Management System”rnwas developed around the City’s technical, analytical and information requirements.rnInitially rolled out in 1998, the system, commonly referred to as the “SMS”, has beenrnused to support the planning and management of over 3,000,000 ft of sewer inspection,rn$7.5 million (CAD) of maintenance and $50 million (CAD) of capital works; during thisrnperiod it has encountered and overcome numerous technical and functional challenges.rnThis paper examines the infrastructure management concepts incorporated into thernSewer Management System design, discusses the technical, functional, and operationalrnchallenges encountered through its development, implementation, and evolution over arnseven-year period, and highlights future directions of the tool’s continued growth.
