THE PERCEPTION OF RISK AT OFFSHORE PRODUCTION PLATFORMS: A SUMMARY REPORT OF RISK SURVEYS OF US GOVERNMENT PLATFORM INSPECTORS

This paper presents the results of several surveys of US Government offshore platform inspectors that were conducted from 1995 to 1998. The inspectors ranked 25 broad risk categories based on their beliefs regarding how important the risk categories are in forecasting the likelihood of a platform experiencing an accident or spill. The top two categories are the experience level of the "typical" worker, and the experience level of the platform operator company. The bottom two risk categories are the platform's water depth and the number of drill slots. On a zero to one scale, the worker experience level is rated a "1", the operator company experience level rated a". 8", whereas the water depth and number of drill slots rated". 07" and". 05" respectively. The confidence of the experts in their beliefs does not depend on their experience level offshore, or their experience level as an inspector.
