In the hazardous waste combustor MACT rule at 63.1209(m) (4) (D) (ii) there is arnrequirement to “—establish a limit on minimum pressure drop and maximum pressurerndrop across each baghouse cell based on manufacturer’s specifications.” The agency hasrnstated that this requirement is an operating parameter limit to insure the particulate matterrncontrol device is operating in a manner that will control PM, and to alert the operatorrnwhen the device falls outside the operating limit.rnIndustry representatives have argued that pressure drop across each cell of arnbaghouse is not a good indicator of baghouse cell failure, and in fact small holes in bagsrnthat lead to large PM emissions can not be detected by changes in pressure drop. This isrnespecially true for big baghouse with a large volume of airflow.rnThis presentation will provide factual evidence that changes in pressure droprnacross individual cells of a large baghouse cannot be correlated to changes in particulaternemissions, and that parameters such as opacity are much better predictors of baghousernperformance. Actual pressure changes from an individual cell of a baghouse will bernpresented to demonstrate the resulting changes in pressure between off-line cleaningrnevents.
