This paper provides detaills on a new real-time, noncontact technique for measuring the "Excess Fiber Length" during the fiber cabling process. An established technology known as Laser Doppler Velocimetry (LDV) is used to measure the speed difference between the optical fiber and cable jacket. Advantages of this technique wil also be included.
