Preliminary results are presented for a computer program, whichnhas already been used for spectrum efficiency evaluations, that startingnfrom a dynamic traffic model gives interesting information on systemnperformance when different hand-over criteria are used. The proposednsimulation program is able to evaluate hand-over characteristics fornstrategies based on field strength, distance, and C/In(carrier/interference ratio). A detailed definition of the mobile rationscenario in which the program will operate is presented
