The worldwide liberalization of the telecommunications market is changing the international environment from its bilateral mode of operation to an integrated, globalized environment. A major challenge for global carriers is the rapid translation of emerging technologies into advanced global networking capabilities, to offer a collection of global infromation services at affordable prices for both the business community and the residential community. Global networks are not only technologically complex, but involve many regulatory and economic constraints. The international market is very dynamic, shifting and expanding rapidly as networks are privatized, new competitors emerge, and strategic alliances are formed. This paper attempts to put some new technologies and forces in perspective, and how the international network infrastructure, with primary emphasis on fiber optic undersea calbe and satellite communications, is rapidly advancing to support the emerging information needs. More specifically, with repect to global capacity requirements, we describe a methodology for analyzing these complex service demands which includes large scale optimization models.
