Operational Limitations and Crew Qualification at Aerodromes: Roles, Responsibilities and a Method

The interesting interface between flight operations and aerodrome characteristics is discussed in the paper, with special emphasis on roles, responsibility, methods for establishing operational limitations, and special crew qualification requirements. The Civil Aviation Authority of Norway has performed a systematic and methodical evaluation of Norwegian aerodromes, regarding operational conditions that may affect flight safety and thus may warrant the introduction of special requirements to operators wishing to operate into these aerodromes. Aspects evaluated comprised characteristics such as Complexity of approach, Steepness of the visual approach guidance system, Visual aids to navigation, Nonconformities with regard to aerodrome design requirements, Strip and RESA dimensions and quality, and Complexity of departure. The factors were all assigned relative weights, considering accident preventive issues more important than consequence reducing factors. For each factor grading criteria were defined. Each aerodrome was then evaluated with respect to the above-mentioned factors according to the defined criteria. The weighted sum for each aerodrome produced its total score. Also, a list of generic requirements were developed comprising elements like crew qualifications, wind limits, runway status with respect to contaminants, etc.
