As the China-US ASA came through three great amendments in 1996, 1999rnand 2004 respectively, how to judge the effects on both the airlines operated betweenrnthe two countries and the passengers is very crucial to steer the future evolution of thernChina-US ASA. In the past two decades, the classic approach to evaluate therneffectiveness was using economic models which require various data includingrnairfares and operating costs on specific routes. But it is hard to obtain the requiredrndata on the air transport market between China and USA if economic models arernemployed in the evaluation. We reviewed the effectiveness of those amendmentsrnquantitatively as per the analysis-restructure approach in system theory. The empiricalrnresults showed that the amendments of China-US ASA had positive effects onrnChina-US aviation transport market during 1996-2005, which benefited the airlinesrndesignated by both countries. Our approach is a way to evaluate the effects of policyrnchanges with restricted data.
