To suppress plastic deformation or the like caused by a stress concentration with respect to a local part of an arm link when pressure-inserting a second control shaft into the arm link.SOLUTION: An arm link 13 arranged on upper faces of first and second plate members 78, 79 of a guide mechanism 72 is inserted into a second accommodation chamber 28b of a housing main body 28 together with the plate members, and lower faces of the plate members are abutment-supported by six pieces of support pins 76a to 76f of a support mechanism 71 via four jig insertion holes 66a to 66d which are formed at the housing main body. After that, a pressure-insertion shaft part 23b of a second control shaft 11 is pressure-inserted into a pressure-insertion hole 13c of the arm link from an axial direction for fixation, and a pressure-insertion load at the pressure-insertion is directly received by the plate members via the support pins.SELECTED DRAWING: Figure 8
