This invention is related to the education portal based on high competence, which aims to increase the quality of educational activities carried out especially in higher education institutions, to create a strong link between program competencies and course learning outcomes, and to establish standards in determining competencies characterized in that it comprises of; user management and authorization module (1), where authorization is performed in the system for each user through the main server, curriculum development module (2), in which the basic parameters of all academic units open in the educational institution (such as the department, department and programs in the Institute / Faculty / Schools) and the curriculum created for each program are automatically transferred to the system via the server, content definition module (3) in which the program qualifications and course learning outcomes are defined in the database of the system for academic programs, files and information packages are uploaded for the acquisitions and gains, the subject, objectives and resources of the course are defined, measurement and evaluation module (4) that allows the system to analyze the items (difficulty, discrimination, etc.) of the questions as a result of the analysis of the answers entered by the students into the database as a result of the exam conducted on the system and to allow the inappropriate questions to be made passive in order not to be used again by the administrators.
