To provide an illegal entry detection device, an illegal entry detection system including the same, an illegal entry detection method, and an illegal entry detection program that can correctly determine an illegal entry to a station, a facility, or the like regardless of a sunshine condition and the like.SOLUTION: A free-riding visitor detection device 10 includes a passenger detection unit 11, a touch sound detection unit 12, and an entry/exit processing determination unit 13. The passenger detection unit 11 receives a detection result from a laser sensor 21 that detects a visitor who passes through a passage gate. The touch sound detection unit 12 receives a detection result from a directional microphone 22 that detects a touch sound produced by a touch operation of an IC card made by the visitor who passes through the passage gate.
