PROBLEM TO BE SOLVED: To provide a new approach for providing antitumor activity without deregulating systemic immunity. An isolated antibody that specifically binds to mammalian PD-1 or an antigen-binding fragment (AB) thereof, wherein the AB is one of the characteristics selected from the group consisting of the following. Or said antibody or antigen-binding fragment thereof (AB) having a plurality of: (a) AB inhibits the binding of mammalian PD-1 to mammalian PDL1 with an EC50 value of less than 5 nM; (b) AB is 5 nM. Inhibits the binding of mammalian PD-1 to mammalian PDL2 with an EC50 value of less than; and (c) AB specifically binds to human PD-1 and cynomolgus monkey PD-1. [Selection diagram] Fig. 1
