To provide an urban structure design device and an urban structure design program capable of designing an appropriate urban structure in a comparatively short time.SOLUTION: An urban structure design device 10 includes: a differential calculation section 11A for differentiating each one of a plurality of differentiable functions respectively expressing a plurality of elements constituting a city; and a parameter search section 11B for searching parameters related to each one of the plurality of elements, so as to optimize outputs of objective functions related to a city, where the outputs of the plurality of differentiable functions are defined as inputs, based on the respective differential values of the plurality of differentiable functions obtained by differentiation by the differential calculation section 11A.SELECTED DRAWING: Figure 2
