The present invention discloses a photovoltaic (PV) cell parameter identification method based on an improved equilibrium optimizer (IEO) algorithm, comprising: step 1, establishing a PV cell model and a fitness function; step 2, predicting output data of a PV cell by means of a BP neural network on the basis of measured output I-V data; and step 3, identifying parameters of the PV cell by using an IEO algorithm until a convergence condition of the IEO algorithm is reached, and finally outputting the identified optimal parameters. The present invention solves the technical problems in the prior art of the inability to achieve optimal parameter identification and the proneness to getting trapped in a local optimum.
