A blockchain-based smart contract system, comprising: a payment system, an excitation system and a governance system; the excitation system is configured to periodically issue rewards to eligible accounts; the excitation system integrates a decentralized token exchange platform, and the token exchange platform is a first merchant that completes a transaction by means of the payment system; and the governance system is configured to perform corresponding governance on a merchant when the merchant is suspected of doing evil.
