The invention is directed toward allowing the assessment of actual and predicted meteorological data in a given region and the development and implementation of programs for exerting an active effect on atmospheric processes in order to reduce the negative consequences of weather factors in the interests of the national economy. This technical result is achieved in that the claimed device consists of component elements and units that are structurally combined to form a software/hardware system and are functionally combined by mathematical software for processing data, developing knowledge-based solutions and forming operating modes using artificial intelligence. A method for correcting atmospheric processes includes exerting an active effect on a region of maximum concentration of electrons in the ionospheric layer at a height of 90-120 kilometers using the claimed device, creating and developing vari-directional plasmic turbulence, and altering the pressure-temperature gradients in atmospheric processes, wherein an efficient effect is achieved by the resonant matching of the frequencies of an excitation wave and the natural oscillation frequencies of the plasma in the sporadic layer and by non-linear electromagnetic radiation effects in the ionosphere brought about by radiation generated in a unit for generating pulses using electroacoustic and polarized quasi-permanent electric fields.
