Disclosed is a rotating mirror having small deformation and a high-fundamental frequency topological structure and used for an ultra-high-speed camera. The rotating mirror is an equilateral triangular prism-shaped structure, and comprises three rectangular mirror surfaces having the same size, and two equilateral triangular end surfaces having the same size. The length sides of the three rectangular mirror surfaces are joined together in pairs, and the width sides thereof form the sides of the two equilateral triangular end surfaces. The rotating mirror further comprises three identical topological structures which are respectively symmetric about three angle bisectors of the equilateral triangular end surfaces. A single topological structure comprises a first through hole assembly, a second through hole assembly, and a third through hole assembly sequentially disposed symmetrically about an angle bisector. The through holes in the first through hole assembly, the second through hole assembly, and the third through hole assembly all have the same size and shape, and are arranged with the same spacing, such that the rigidity of the rotating mirror from a prism edge to the center line and the rigidity from a mirror surface to the center line are balanced, thereby reducing the deformation of the mirror surfaces, and simplifying the fundamental frequency machining process of the rotating mirror.
