PURPOSE: A camera rotating device and a method thereof are provided to install a reflecting portion consisting of a mirror on a camera lens incident side, and to simultaneously rotate the reflecting portion and an image sensor portion by driving a motor, thereby realizing a tilt function by the motor with a little amount of dynamic force. CONSTITUTION: A lens portion(60) is fixed and mounted on a camera frame portion(2) such that a light incident axis turns toward a top. A motor portion(10) enables the first gear(12a) and the second gear(22a) to drive a rotational axis(11a). A reflecting portion(50) is inclined at 45 degrees toward a light incident side of the lens portion(60), and comprises the third gear(12b) engaged with the first gear(12a). An image sensor portion(70) receives an image incident on the lens portion(60), and comprises the fourth gear(22b) engaged with the second gear(22a).
