The present invention comprises the steps of: (a) liquid-coating a transparent liquid water repellent in which a hydrophobic nano-sol and a silica precursor material are mixed on the surface of Korean paper; and (b) drying the Korean paper on which the liquid coating layer is formed, wherein silica particles present in the liquid coating layer form covalent bonds with oxygen present on the surface of the Korean paper.
