The present invention relates to a multilevel image compression apparatus and method for a remote sensing image, and more particularly, to a Modified Lapped Bi-orthogonal Transform (MLBT), a Multilevel Bi-orthogonal Wavelet Transform (MLBWT), and a gene-based directivity median. A multi-level image compression apparatus and method of a remote sensing image using a bi-orthogonal wavelet for compressing a remote sensing image using a filter (Genetic based Artificial Nero-Fuzzy inference system: GANFIS).
