The present invention provides a high-internal-phase oil-in-water emulsion type alcohol-based hand sanitizer comprising: a continuous phase containing an alcohol, water and a volatile fluorine compound; and a dispersed phase containing an emollient and an emulsifier. The high-internal-phase oil-in-water emulsion type alcohol-based hand sanitizer according to the present invention maximizes a sterilizing effect by delaying the evaporation of the alcohol, inhibits the smell of the alcohol even at a high alcohol concentration, and, simultaneously, can implement skin soothing and a moisturizing function without a dry feeling even after use.
