PROBLEM TO BE SOLVED: To enable high-speed and large-capacity communication of data obtained by watching over a space infrastructure. Each watching satellite 121 includes a two-way communication terminal that realizes reception and transmission by switching between a reception function and a transmission function. In the bidirectional communication terminal of each watching satellite 121, the ratio of the receiving operation time in which the receiving function operates and the transmitting operating time in which the transmitting function operates is the amount of data of the watching command transmitted from the watching center 140 and the watching center 140.
