To automatically determine eligibility for a displayed help content, and enable displaying of the help content with higher eligibility thereafter.SOLUTION: A help content providing system acquires, on the basis of device identification information of a device, customer information indicating a browsing history of a help content and an inquiry content from a user to a trouble; and determines whether same trouble and device identification information as the trouble and the device identification information recorded in the browsing history of the acquired help content are recorded in the acquired customer information. The help content providing system analyzes, when it is determined that the same trouble and device identification information recorded in the browsing history of the acquired help content are recorded in the acquired customer information, that a help content transmitted to the device has not solved the problem.
