This disclosure provides an investigation system with robot agents with different mobility characteristics. An examination system and a method for operating an examination system using two or more robots shall be provided. On a first robot having a first mobility property, a second robot is mounted which has a second mobility property different from the first mobility property. The first robot will be deployed in a selected area,which has a large number of communities recognized by the first robot. Upon arrival at a node in a selected community within the selected area, a passability value associated with the node is determined. Based on the navigability value, it is determined whether the second robot should be used in or near the node in the selected community. Using a sensor system coupled to the first robot, the second robot, or both, data is collected while a robot is in motion.
