On the basis of the present specific embodiment, the filling out of an electronic questionnaire including a pre-epidemiological survey for large-scale infectious disease, a diagnosis reservation, and diagnosis can be carried out in an noncontact manner on a cloud-based open mobile platform that is open source by utilizing cloud computing, a diagnosis request text message and an electronic questionnaire are transmitted to terminal information of a person suspected to have come in contact with a confirmed case, so that the mass infection can be quickly prevented, a prescription service for transmitting a medical prescription and payment information to an examinee terminal in an noncontact manner can be provided, a diagnostic certification service for authenticating a diagnosis result about a large-scale infectious disease on the basis of a diagnosis result of a medical institution terminal can be provided, and arrival information about a corresponding store, having been acquired by a tagging operation of the examinee terminal, is collected and managed in an entrance terminal placed at a predetermined position of a visited store, so that an arrival certification service can be provided.
