An apparatus and a method for two-phase flow active/passive heat dissipation in a multi-level data center rack. A system-level structure comprises a rack heat dissipation apparatus, a condensation water system, a waste heat recovery apparatus, a liquid reservoir, a liquid pump, a gas compartment, and a fluid working medium and corresponding tubing. The foregoing structure forms a closed loop, the loop being filled with nitrogen gas and maintained in a low pressure state, and the liquid pump driving the fluid in the tubing to flow. The gas compartment maintains relative stability of gas pressure in the two-phase flow loop. The liquid reservoir is in communication with the gas compartment, and provides sufficient gas space that allows phase change to occur more easily. The rack heat dissipation apparatus is able to switch between active and passive modes in order to attain PUE minimization with good head dissipation capabilities. The condensation water system is independent from the loop, and provides a cold source for a condensation end of a rack-level thermosiphon. The waste heat recovery apparatus recovers waste heat and keeps the temperature of the working medium at the entrance of the thermosiphon stable. The present invention features a high level of integration, automatic control, heat dissipation for multiple levels of structures, and an excellent energy efficiency ratio.
