The present invention relates to a desulfurization agent and a desulfurization method for a fluidized bed boiler, and more particularly, a desulfurization agent for a fluidized bed boiler using shells that were insufficiently recycled due to a complicated pretreatment process, a desulfurization method for a circulating fluidized bed boiler using the same, and a binder using the combustion residues thereof to the composition. The fluidized bed boiler desulfurization agent using shells according to the present invention includes shells having a calcium carbonate component of 90% by weight or more.
