An apparatus for controlling an unmanned aerial vehicle based on the complexity of a disaster situation according to the present invention includes a driving unit for generating lift so that the unmanned aerial vehicle can fly, a photographing unit for generating a plurality of images through photographing, and detecting an object from the plurality of images a detection unit, a tracking unit for tracking the object detected by the detection unit in the plurality of images, and determining whether a disaster situation exists based on the plurality of images, and if the determination result is a disaster situation, based on the plurality of images and an analysis unit for calculating the disaster situation complexity, and a controller for controlling a flight direction of the unmanned aerial vehicle through the driving unit according to the calculated disaster situation complexity and controlling a shooting period of the photographing unit.
