Disclosed is a method for regenerating a thallium poisoning SCR denitration catalyst of a cement kiln, comprising the following steps: (1) dust removal; (2) soaking by using a cleaning liquid; (3) rinsing; (4) drying; (5) titanium vanadium tungsten soluble active substance implantation; and (6) calcination, wherein the cleaning liquid in step (2) comprises EDTA, dilute sulfuric acid and water. In the method for regenerating the thallium poisoning SCR denitration catalyst of the cement kiln of the present invention, the cleaning liquid is weakly acidic, which may effectively remove thallium metal that adheres to the surface and pores of the catalyst, and restore the active sites of the catalyst without reducing original active components of the catalyst. The ETDA in the cleaning liquid highly effectively removes the thallium metal. The titanium vanadium tungsten soluble active substance is implanted on the catalyst, which effectively replenishes lost vanadium and tungsten active components, and effectively restores the catalyst activity and low SO2 conversion rate.
