Embodiments of this specification provide a Byzantine fault tolerance algorithm-based blockchain consensus method, apparatus, and system. The method includes: introducing a newest block hash into a consensus protocol by using different characteristics of newest block hashes in distributed ledgers maintained by a forked node and a non-forked node; and generating proposal digests by nodes based on respective newest block hashes and a proposed transaction set, and verifying consistency between newest blocks of the nodes and a node initiating a consensus proposal according to the proposal digests, to ensure that nodes participating in consensus perform consensus based on consistent newest blocks.
