A system-on-chip having a structure used in a second network device is disclosed. The system-on-chip monitors a first hardware resource, a state of the first hardware resource, a sharing condition for the first hardware resource to be shared by the first network device and the second network device, and the second network and a resource management module for managing shared information on a second hardware resource currently shared by the device and the third network device.
