Disclosed are a switch power supply chip and system, used for determining a maximum output power of a solar photovoltaic panel connected to the switch power supply chip. The switch power supply chip comprises a sampling current comparison module, a logic control module connected to the sampling current comparison module, and a charge/discharge control module connected to the logic control module. An output current outputted to an external load by a switch power supply system is detected, and a lowest input voltage of the switch power supply chip is constantly adjusted, so as to change an output voltage of the solar photovoltaic panel, and thereby determine an output voltage corresponding to a maximum output power point of the solar photovoltaic panel under current conditions, and keep the solar photovoltaic panel operating at the output voltage, thus ensuring that the solar photovoltaic panel operates at a maximum output power state under the current conditions.
