A high-precision powerline model is generated on the basis of three-dimensional point cloud information generated by performing environmental measurements. This powerline model generation device comprises: a candidate generation unit which generates a powerline model candidate on the basis of the three-dimensional point cloud information generated by performing environmental measurements; a determination unit which, for an unconnected powerline model candidate with one terminal point that has not been connected to any structure, determines a structure to connect to; and a model generation unit which, on the basis of position information of the aforementioned structure to connect to, modifies the position of the terminal point of the unconnected powerline model candidate and generates a powerline model that has a shape corresponding to the modified position of the terminal point.
