Provided is a facility planning assistance device for assisting determination of a facility scale at the time of renewal of a water treatment plant or a distribution reservoir. The facility planning assistance device: predicts a yearly water demand of a water distribution area to which water is distributed by the water treatment plant or the distribution reservoir, for the year of scheduled facility renewal; corrects water demand record data of the water distribution area per predetermined time unit for a plurality of days under the unfavorable condition that the water treatment amount of the water treatment plant or the stored water amount of the distribution reservoir increases, so that the water demand record data becomes water demand data corresponding to the year of scheduled facility renewal, by using a yearly demand record value corresponding to the water demand record data and a result of the prediction of the yearly water demand for the year of scheduled facility renewal, thereby creating a plurality of pieces of predicted water demand data corresponding to the year of scheduled facility renewal under the unfavorable condition; develops a water operation plan of a water facility including the water treatment plant or the distribution reservoir, given the plurality of pieces of predicted water demand data that have been created; in all the developed water operation plans, calculates a value satisfying a predetermined condition for each of a water treatment peak value of the water treatment plant or stored water peak value of the distribution reservoir; and determines the respective value satisfying the predetermined condition as the facility scale for the water treatment plant or the distribution reservoir.
