A network performance requirement for a software application running on a user equipment (UE) connected to a network is estimated based on indications of user-experience and measurements of a network performance parameter. For each of a plurality of UEs connected to the network, an indication of a respective user’s experience of the software application during a usage period in which the software application was executed on the respective UE, and a measurement of a network performance parameter measured by the respective UE during the usage period are received, 405. A value of the network performance parameter required to achieve a predetermined level of user-experience for the application is determined based on the received indications of user experience and measurements of the network performance parameter, 406. The performance parameter may be one of: received signal strength (RSSI), signal to noise and distortion, Eb/N0, bit error rate, data rate, throughput or latency. The advantage of the invention is that measurement of performance data by the UEs improves the accuracy of data that is associated with a particular application. The invention may be applied to either wireless networks such as 4G, 5G, PMR etc or fixed line networks such as DSL.
