An airport control decision support system and method based on semantic recognition of a controller instruction. The system comprises a speech collection module, a noise processing module, a speech recognition module, a semantic recognition module, a conflict recognition module, and a display and alarm terminal. The system can effectively eradicate accidents and potential accident causes thereof that are caused by human factors during a control process, so that the ground operation safety of an airplane can be improved. The present invention is aimed at specific speech pronunciation in air traffic control which is different from ordinary speech recognition and semantic recognition, and data annotation on pronunciation and intonation is carried out, and a speech library that conforms to standard phrases for airport control is finally constructed. The present invention does not require the assistance of airport surveillance radar, and also does not rely on an advanced surface movement guidance and control system. There is no need to install or transform any device in a place other than a control position, and only a speech collection apparatus and a display and alarm terminal need to be installed at the control position. The system is an economical and practical airport control decision support system.
