PROBLEM TO BE SOLVED: To provide an inflatable balloon surrounded by an inflatable cover which becomes gradually porous / permeable during expansion. The balloon is coated or encapsulated with a matrix containing a pharmaceutically active agent. During balloon inflatation, the pharmaceutical activator is released or extruded through the inflatable cover into body cavities such as arteries and veins. It also includes methods of treating a disease or condition by delivering an inflatable balloon to a particular body cavity. [Selection diagram] Fig. 2
