The horizontal seal unit (60) comprises: a preheat seal part (61) that heats and welds the tube film (Fc); and an ultrasonic seal part (65) that further applies ultrasonic waves to a preheat seal (105) formed by the preheat seal part (61) to weld the preheat seal (105).
