[Problem] To provide a person determining system with which the occurrence of false-positive information and false-negative information is reduced. [Solution] A person determining system 1 includes: a person part position information acquiring unit 102 which acquires position information relating to part of a person, from moving image data from a camera 115; a determination frame setting unit 103 which sets a determination frame for determining the presence or absence of a person in the moving image data; a presence/absence determining unit 104 which determines that a person is present if a prescribed part of a person is within the determination frame; and at least one verification unit from among a first verification unit 105 which determines that the determination of presence is false-positive information if the position information of each part of the person does not change for at least a prescribed time, a second verification unit 106 which determines that a determination of absence is false-negative information if information relating to the prescribed part is obtained, and a state in which at least a prescribed proportion of a part other than the prescribed part is within the determination frame occurs for at least a prescribed time and with at least a prescribed frequency, and a third verification unit 107 which determines that a determination of absence is false-negative information if information relating to the prescribed part is not obtained, and a state in which at least a prescribed proportion of a part other than the prescribed part is within the determination frame occurs for at least a prescribed time and with at least a prescribed frequency.
