A method of delivering biological agents to dermis or superficial muscle by local application of the drug is provided. The method includes, in one embodiment, treating or conditioning the skin region, collapsing the stratum corneum in its skin region, defining the treated skin region, and applying the formulation containing the biological agent to the treated skin region.Selection diagram
