To provide a program or the like for forming a network state model of each contract line in each subscriber.SOLUTION: A program for forming a network state model that manages a state value of each state item in each monitoring portion of a network device, causes a computer to: regulate a network service model in which the monitoring portion of each contract line is associated with each subscriber; function as common network state model compaction means of compacting a plurality of network state models in which a plurality of monitoring portions and a plurality of state items are mutually associated, to a common network state model in which one or more state items are associated in each monitoring portion; and function as user network state model formation means of forming the user network state model in which the monitoring portion of the common network state model which is matched with the monitoring portion associated with the contract line is associated with each contract line of each subscriber in the network service model.SELECTED DRAWING: Figure 1
