To prevent damage of a rotary machine, and further make a parameter as a rotational frequency or output of the rotary machine become a target value in a short time.SOLUTION: A controller 100 of a rotary machine 1 comprises: an operation end 36 configured to change a parameter of the rotary machine 1; a clearance measurement instrument 101 configured to measure a clearance amount between a rotor 41 and a casing 48; and a controller body 110. The controller body 110 is configured to determine an operation amount of the operation end 36 so as to change a change ratio of the parameter, according to the clearance amount measured by the clearance measuring instrument 101, and then output the operation amount to the operation end 36.SELECTED DRAWING: Figure 1
