PROBLEM TO BE SOLVED: To provide a technique which allows a more appropriate evaluation of a specification.SOLUTION: A specification evaluation device 10 includes: a storage unit 150 for storing inspection knowledge information in which a combination of search terms including at least one search term and the types of design points related to the combination of search term are related to each other; a search unit 112 for searching for the specification as an evaluation target, using search terms; an evaluation unit 113 for generating evaluation information, using the number of the search terms in the specification and the types related to the search terms; and an output unit 140 for outputting the evaluation information.SELECTED DRAWING: Figure 1
