Certain aspects of the present disclosure provide a method for wireless communications by a UE. The method measures signals transmitted by a plurality of cells to determine a corresponding interference measurement associated with each of the plurality of cells and a corresponding power measurement associated with each of the plurality of cells. The method then, based on the measuring the signals, transmit a measurement report to a primary cell of the UE, the measurement report comprising the corresponding one or more power measurements for one or more of the plurality of cells, the one or more of the plurality of cells corresponding to those of the plurality of cells being associated with a corresponding interference measurement that satisfies a first threshold and a corresponding power measurement that satisfies a second threshold.
