This microalgae growth promoter is produced by a method that comprises a step for separating a liquid component from livestock manure and a step for aerating the separated liquid component until the liquid component contains one or more microorganisms selected from the group consisting of microorganisms belonging to the phylum Bacteroidetes, microorganisms belonging to the phylum Chloroflexi, microorganisms belonging to the phylum Gemmatimonadetes and microorganisms belonging to the phylum Verrucomicrobia. This method may further comprise a step for removing the microorganisms from the aerated liquid component. The microalgae growth promoter may contain one or more microorganisms selected from the group consisting of microorganisms belonging to the phylum Bacteroidetes, microorganisms belonging to the phylum Chloroflexi, microorganisms belonging to the phylum Gemmatimonadetes and microorganisms belonging to the phylum Verrucomicrobia.
